I have installed SH3 on my grandsons computer and all runs ok except for when testing the installation in single player Bizmark, many of the gun sounds are just like crackling sounds.
The card is a Nvidea GE6800 and the sound is onboard

Theres your problem, grab a SBLive minimum and plonk it into a spare PCI slot. Your PC will thank you and your games will run better. (If moneys not an issue grab an SB Audigy)

Problem now solved by going to:
Control Panel
Sounds and Audio Devices
Volume
Advanced button in Speaker Settings
Performance
Adjusted Hardware Acceleration slider
Panama Red

What Cdre Gibs said is still true. Sound is very CPU intensive, so having a sound card to process sounds helps/frees up your CPU to process more important things in the game.
You just need to buy a sound card that does have a APU (audio processing unit) like a SB Audigy card. If you research, you will find that not all sound cards have a APU, so they will not give much more performance to your games if they do not have an APU.

Scuse my bad english...... what you hear as "crackling"

There is a sound mod, i dont remember wich adds a very nice sound of empty ammo cases, when they are removed and knock the floor.
The matter is it is very very nice for deck gun, but the bad is, this sound is the same for big warship guns, then when you go to the Biskmarck mission you hear lot of metalic clackings constantly.

If you hear a "fried potatoes" when they frying...... it is a parasit noise, may be you are using a modded file with volume increased ?

If you are using an original file..... well, attempt to chck you sound card drives.
