Uninstall SH3, after that manually delete the main SH3 folder and mydocuments\sh3, then install it again.

Hello,
i had SH3 patched to 1.4b running without problem or stutter with a 2 GHz PC and an ATI Radeon 9200 Atlantis. You should be fine with your system -

Heard good stuff about 7800 and the Audigy will make a big diff over the on board sound.
What kinda RAM you looking at? - best bang for the buck is RAM and unless you going to OC 'void the fancy stuff go straight to PC3200..
