Can't go past 1x TC when coming into port

I'm coming back home to Kiel, and I can't change my TC over 1x. I know when I am in danger or something the game won't let me take the TC over a certain amount, but I'm like 10km from Kiel. I plan on sailing into my base in 1x TC for the last few minutes, but not for the last half hour you know? Anyone know why I'm stuck at 1x TC? I just installed the Harbour Traffic 1.46 mod, so I'm wondering if it's something to do with that, but I don't know what it could be.

I´ve never been in Kiel, so I don´t know if that problem is related, but in Lorient there´s also a 1xTC problem. But that problem can be solved.

Start tweeksh3.exe and change "Land Proximity" to 64 or higher.

Well I'd rather not replace all of those files just to change one line if that's all it is. Anyone know which file has the proximity to land TC limit in it?

It doesn´t replace any files, it´s a program that changes some values in main.cfg (mydocuments\sh3).
