It sort of is, I think - I've seen ships with weird lateral rectangular camouflage, kinda like the razzle. I thought it was a bug at first!

Hmm, I have yet to encounter a dazzle painted ship in my career so far. I would definitely think "graphical anomaly" first if I ever run into one, though.

These are not available via default SH3. You either need to be using SH3Cmdr or Iambecomelife's MVP mod. Either that you have to edit the skins yourself...
I have some personal camo schemes for my merchants. Will post pictures later...

Oh, hehe, my dazzle schemes were in my photobucket all along... Check this out in the daylight. It is similar to the one made by Iambecomelife, but I improved the camo texture:
