I am currently in a VIIC boat in the first flotilla in OCT 1940 in brest what flotilla has the XI I have the option for 7th and 2nd flotillas

I assume you mean XXI (as in type 21) U-Boat.. which were not available till the end of 1944 or early 1945.
If you last that long I suspect that it will not matter which flot you are in.. by that time you will be in one of the few survivng flots.. and type XXI will become an option.. a pricey option!
