Is this a bug?

I just completed a patroll and earned a U-Boat War Badge, but when I try to give it too some one I can't and it says I need to complete a patroll first.

Is this a known bug and is there a fix?

Unless I mistaken about the exact nature of the problem you are describing... it's a known bug.

What's happening is that even though it looks like you are grabbing the U-Boat War Badge, you are not. Try grabbing a little to right and a little lower... or should I say, try grabbing it towards the lower right hand side just outside of the image.

For whatever reason, right now the game thinks you are trying to grab the badge above the U-Boat War Badge(i think), and I'll bet that badge is greyed out. Greyed out means it's not available, therefore the game tells you that you need to complete a patrol first in order to get one. Try grabbing the available badge where I described(just outside of the image on the lower right hand side) and see if that works for you. It works for me.
