I was wondering what direct x graphic cards are required to get all the effects working. I have a geforce 4 ti4600, will this show all the fancy graphical effects available in the game or are there some direct x 9 only ones?

I think you might struggle with a ti4600 to reach the games full graphical potential... I use a geforce xfx 6800gt 256mb card which does the job nicely. I'm assuming the card only has 64mb of memory? if so maybe an upgrade to a card with more would be better in this respect?

To add to this, what GPU would you recommend if i should upgrade? I want somthing real cheap that will deliver a full directx 9 performance and at least the same speed as the current card though faster woulf of course be better!

Well Ive got an GEFORCE FX 5700 128mb ram card and she does well in SH3. These cards aren't the latest, so should be cheaper for you.
Over here they're called budget cards cos of the low prices but the pics below are all from my SH3 game.

Radeon 9800 Pro's can be gotten for good prices these days. They're a generation old, but very solid cards.

There's a list of them. Just make sure to buy either ATI or Sapphire made cards if you're getting a Radeon.

The card you have has the required shaders and hardware to run the game fine.

Its does? I thought it needed the direct 9 2 pixel shaders to get everything?
