From a newbie - Why is my weapons officer worthless?

I've been playing for 2 weeks now (with constant sleep deprivation, note the time stamp), and my weapons officer seems to be on strike. When I began he did his job, found solutions and displayed them on the tactical map.
Now, at the same reality settings, he will state compliance with my orders, but he will not show a solution. If I order him to fire, he will use the last solution that I made, no matter where the target is.
Any suggestions?

How are you ordering him to fire? Do you first click on the SOLUTION icon before clicking on the FIRE TORPEDO icon?

What version are you running? And could there be any interfering mods?
