Stock Un-Moddel SH5- Lock Target question

So I am back into SH5 and before any mods testing some things. When I lock a target in the attack periscope it acts.. odd. Seems a very narrow band for the arrow to turn green. And then when I fire a torp from this screen it nearly always misses even at short range. DO I have to somehow turn TDC on first? Or go into BATTLE mode first?

are you using manual or auto targeting?
