This time he played under a neutral flag I think, and he had signed an open letter from Russian chess players opposing the war. Some of these top players were prohibited by the gangsters in the Kremlin to participate in tournaments. The FIDE is traditionally close to and dominated by the Kremlin. The Kremlin no doubt hoped for a Russian win to abuse it for propaganda and boost morale in Russia.
