https://upload.wikimedia.org/wikipedia/commons/f/f6/HMS_Gotland_-_Ystad-2015.jpg Gotland managed to penetrate the defensive measures of Carrier Strike Group 7 undetected and snap several pictures of USS Ronald Reagan during the December pre-deployment Joint Task Force Exercise 06-2 (JTFEX 06-2) in the Pacific Ocean (probably in the California Operating Areas), effectively "sinking" the aircraft carrier.[15] The exercise was conducted to evaluate the effectiveness of the US Fleet against modern diesel-electric submarines, which some have noted as severely lacking.[16][17] In 2001, during the exercise JTFEX 01-2 in the Caribbean Sea, the German U24 of the conventional 206 diesel-electric class "sank" the carrier Enterprise by firing flares and taking a photograph through its periscope.[18]
In July 2007, Gotland departed San Diego for Sweden.[19]

During the multi-national “Joint Task Force Exercise/Theatre Missile Defence Initiative 1999” (JTFEX/TMDI99) HNLMS Walrus successfully penetrated the U.S. Navy screen and “sank” several ships, including the Nimitz-class aircraft carrier USS Theodore Roosevelt (CVN-71) before escaping.

It drives itself (with a driver, that is).
To clarify: the entire thing has an engine that under normal circumstances powers both the driving mechanism and the machinery (which is controlled by a control panel, partially shown in my picture).
The electric emergency system is only needed if the standard engine fails, and the emergency system only powers the additional machinery, not the driving mechanism.

Four-wheeled?
Usually yes, but there also are six-wheeled variants and -rarely- eight-wheeled variants.

No, usually not, but there are exceptions, and while those exceptions are extraordinarily rare in most parts of the world they are more common in the US. I don't know how common, though.
For its main purpose it doesn't need large tanks - those tanks would offer an addional function.

No, it is not specifically used at train stations (but it could be used there, if necessary).

I used the train station as an example.
Your answer gives me the indication that this machinery can be used almost everywhere outside.

(I do not even know how this is called in Germany, saw it numerous times)

Indeed, one of it's key features is that it can be used in many different locations outside, usually outside of buildings.

It oculd be used for that, but that would be highly unusual.

^ not exactly, what i mean is a self-propelled and steerable moving lift. It comes with different number of wheels, and is steerable from the ground or from the platform at the top. Also used indoors like for expositions/fairs.
This "Hebebühne" you mentioned is stationary.
