After focusing overlong on County Durham, and attaining the concept of 'burough halls' I was intrigued by a small unnamed county not labelled on my map(Tyne & Wear?) of all British shires. That lead directly to South Shields' borough hall's unique 1910 Edwardian Baroque architecture and voila! :yeah: I'll have something shortly...:hmmm:

The ship in the background looks very much like the Japanese carrier Hosho (in it's earliest configuration, when it still had an island), so I'd say it's a Japanese floatplane.

I suddenly recall a movie from the 80's I think it was. It was a movie based on real events and the movie follow a car producer/constructor in building Americas first safety car.
