I manage to get Sh4 working fine in windows 11! After some search, discovered this link from ubisoft: https://www.ubisoft.com/en-us/help/connectivity-and-performance/article/running-older-ubisoft-games-on-windows-10/000063445
and decided to try. Just Disable fullscreen optimizations and Windows 7 as compatibility mod!
Pronto, been working fine since. :D:D:D
