Text can be changed via the text files found in path <game>\data\menu. You'll see English and German versions there.
The font can also be changed via a .tga editor and/or the 1024 menu.ini file found in the above path. Be careful messing with this file though; if you don't know what you're doing you can stop the game from loading, etc.
I can't remember offhand the path to the .tga files so hopefully someone else will chime in.
I believe they're in one of the subfolders of the above menu folder.

The radiograms are in data/Cfmpaigns/Campaign/messages_en(de).txt
Fonts are located in the Fonts folder of the data/Menu
But the menu is responsible for their display on the menu_1024_768.ini
