This made the round in our media over here a week ago. On its topic, its a nightmare. It puts the whole anti-doping concept into doubt.

In order to be a doping sinner, you need to have done it intentionally. But when you got targetted, then you are a victim of a crime. The current system seems to be be unable to differentiate between cases where penalty and sanctionising is due, and where not.
