I targeted a Japanese small freighter with torpedoes and the deck gun- four torpedo hits and it showed no sign of sinking.

As things go I'll reload the patrol from port and try again.

Has anyone else seen this sort of thing?

Using RFB and RSRDC.

Been years since ran RFB but I believe RFB uses natural sinking mechanics Love the goal but the downside is the mod made ships like tanks sometimes when they should sink and in reality would have. Read accounts of 9000 ton freighters sinking in a minute or less, a lot of variables involved.

You probably ran into the "Taihosan Maru" small coastal merchant, I recall putting four torpedoes into one in RFB, dead in water, still did not sink for 96 hours lol. I left area and came back to check, still there. Deck gun rounds did not finish her off.

Taihosan has a lot of zones (dozens) and some of them have an armor level of -1...which means either that it has no armor or it is indestructible.

The negative one number just means it assumes the armor level of the ship, so you would have to find that figure. It works similar to the ReportPosMin in the mis files, where any negative number turns off the function, but a positive number says how many minutes to do a position report in, while with the armor level, a positive number says how strong to make the armor level... there is a max - I think - but I don't recall how much...
