I've installed SH3 with GWX in W10 with ARB WideGui 1920x1080 v0.31

and now since i installed i having a black sky and dark water

Any ideas?

well, the MEP V6 is the first, look at the JGSME list

So try without MEP and see how it is

There may be a conflict with Rubini's mod and the MEP, imho. You could try installing MEP first to see results and then after, Rubini's and see what results you get.

You may need to decide which to go with.

Black sky is almost always caused by a conflict with the file scene.dat. Check for that.
Also, you should add H.sie's patch last to avoid conflicts. Also best to not add GWX merged campaign file, late war snorkel, etc. unless their attributes are being used at the time of playing.
There are also other mods conflicting with each other in your list.
