Its an old report from 1995. But damn, the lack of security made a lot of bad things available to a lot of bad people.
Whatever you do don't read this before you go to bed, you may have nightmares.

I thought about putting this comment in the useless facts. But hey this place is just good as any I suppose.
You know that secret potion that supposedly only one man in the world knows of and manufactures in his subterranean lair hidden somewhere in Siberia?
Well some old guy I've never met who speaks Russian and wears glasses said the chemical compound to that apparently not so secret potion was N-2-diethylaminoethylacetomidido-methylphosphonofluoridate. Developed during the reign of the Soviet Union under PROGRAM FOLIANT.
It was also said Gorbachav got around a lot international restrictions because the compounds used are similar to the majority of the organophosphates (pesticides and herbicides) used in agriculture. He also said that its not unreasonable to assume those nations, namely the U.S. and the U.K., who assisted with disarmament and security of Russia chemical and biological weapons after the break-up of the Soviet Union no doubt also had the opportunity to discover how to manufacture it themselves.
Oh not only the U.S. and U,K. But it seems Iran may have synthesized it too. https://analyticalscience.wiley.com/do/10.1002/sepspec.1591ca249b2/full/

by the way that old guy was Vil S. Mirzayanov I highly recommend you read his book "State Secrets". Also said that when the Soviet Union stopped paying their scientists some of them wandered of the reservation and allegedly sold the stuff to mafia contacts in Baltic states. I forgot the name of the victim I'll post if I find it again.
Now Im not saying Putin didn't do what some say, he could have I guess. I'm just pointing out that their are other possibilities and that whoever on social media came up with the idea of a Putin as the only possible culprit should be fired for lack of imagination .
