Odd weather bug

on my 26th patrol on Dec 1943 I went to patrol the artic and noticed that the windspeed would never be dipping below 7m/s, I thought it was just how the weather is in this area and went on with it. Now on my 28th patrol in the North Atlantic I noticed the same thing is happening, the weather cycles around but never the windspeed is below 7m/s. I am using Stiebler envsim.act and never had this problem before in my earlier patrols
