How to rotate binoculars, or UZO, or periscope?

Hi, I just got the game and am still learning the ropes. I have found that I can't rotate my binoc's or periscope or anything, and I have tried every key on my keyboard and mouse. Not sure what's going on! I would also like to enable invert mouse on the Y axis, and have tried changing the command.cfg but it doesn't work, although I'm not as concerned about that as being able to move my persicope. Thank you.

Yes, playing with some of the wolves of steel mods, I didn't select every one though because I don't think I'm ready for a hardcore experience yet
