It helps us to know what version you are trying to install.
Are you trying to get the Steam version running?
Are you installing from legacy DVD?
Are you installing from some other purchased downloads?

Make sure that whatever version you are attempting to install, that the install folder resides outside of the Windows default Program Files folder.

If you are trying to get the STEAM version running, (or any other version for that matter,) then the first thing to do is to treat your SH4.exe to the Large Address Aware applet.

"Process Monitor" (referred to on the techpower LAA download page,) no longer works with Windows 10.

After treating your SH4.exe to LAA, right click on the SH4.exe, select Properties, Compatibility, and run Compatibility Troubleshooter.
