Flooding the tubes pre-firing allows for the torpedoes to be fired instantly versus a small delay if tube is dry.

Is the small delay penalty the only reason for flooding tubes?

Is there any actual game mechanic that causes a negative when tubes are flooded all the time?

Examples of negatives for if tubes flooded all the time:

1. Lower top speed
2. More fuel consumption
3. More noise while moving

One thing I have tested is changing the torpedeo settings. Dry tube or wet tube, we are allowed to change the speed (if torp allows) and the depth and the gyro angle. Seems we should only be allowed to set these data points when tubes are dry?
