The tokyo Express acting weird

So the tokyo Express on my save file never actually supplied Guadalcanal, the task forces would just delete themselves 20 Km from Rabaul, I've even sat in the mouth of the cove in which the port lies to make sure it wasn't just the cost watchers being unable to move 20 kilometrs down the island opposite to the port, however, Its It's currently March 16th 1943 in game and the task forces are still making their balls to the wall dash down the Marinas islands, entering the Bismarck sea and just deleting, so is this the tokyo express and a game bug or something different that I don't know about? Sorry if this is a question that's in the FAQ or already asked, I don't think it is but I've been wrong plenty of times before
