I believe that's a microphone which is hinged in two places so that it can swing out toward the operator. There appears to be a wire attached to it with enough slack to accommodate the movement. Those are all just WAGs, though.

I take it this is in stock? Vickers interior updates has it labeled as "U.S Navy navigation equipment" I believe. I will have to check.
