I'm in my first campaign and I have question about wandering too far outside of the assigned patrol area. Is there a penalty for wandering too far off the reservation?

In the war patrols and single missions I've played it doesn't seem to be a problem.

when you play a career things are different.
if you are assigned a "patrol" mission (as opposed to a "sink" mission) you will not fulfill the Objective requirements unless you spend the proper time within the radius of the patrol zone. upon reaching the zone, the clock is started although the game will not notify you of that event.

if you leave the patrol area, the clock stops.

when you return to the patrol area, the clock continues.

when you have spent the required time within the patrol zone, the zone icon will change color and the Objective will be marked as complete.

You can open and read the .mis files with notepad. For the first "patrol bismark sea" as an example;

So you have to stay withing 100km / 60 miles of the mark for 60 hours
(2 1/2 days) to get a mission accomplished. Personally I got tired of waiting with time acceleration on, so I edited all mine for 1 hour instead of 60. After that I started ignoring missions altogether - note it says 200 renown points, skip the mission and sink a couple ships instead.

Simplified programming, some missions have two objectives, 1 is to arrive within 100 km of the star, second is to "sink enemy merchant shipping in bismark sea" or whatever the patrol area is.

Trigger is 10,000 tons of merchants for mission accomplished, oddly enough they insist on merchant ships, but the WHERE part of the message is irrelevant - Sinking them within a certain radius of the star is not required. If it says sink enemy merchants in the Yellow Sea and you sail around the horn into the Atlantic and sink them in the Gulf of Mexico instead, you get the mission accomplished credit anyway after sinking 10,000 tons.

Another enjoyable pasttime is to fulfill the mission requirements, refit at a suitable base and then go freelancing, refitting as required till the crew threatens mutiny to return to home port....

When I was assigned to Brisbane, Tulagi was a refit port and it's a short trip up the Slot to the Bismarck Sea and the target rich environment of shipping inbound to Rabaul.

The screen shots represent about three weeks of game time and 137,000 tons of shipping sunk. Barring a crew takeover, plan to return to home port when the total tonnage reaches 200,000....:D
