so i have been offered a new command. Started in Manila 1941 in a sargo class, USS Seawolf. If i decline this new command will i get offered another one or should i take it now? I am only in Feb 1942 now with homeport currenty in Java.

A skipper is offered a new boat based on achievement. If you're successful, you'll probably get another upgrade opportunity... FWIW, I take all upgrades to get the improved range, speed and torpedo loadouts, but when you accept a new boat, your home port may change as every type of boat wasn't assigned to all bases... The new home port is provided AFTER you upgrade, and when beginning the first patrol in the new boat it is worth confirming the base (tilted anchor symbol) location lest you think you're at Pearl while SH4 has you at Fremantle. :o
Spoiler alert -
After the Japanese take Java COMSUBPAC will issue radio traffic of the situation and assign you to another base. If you're on patrol the message and the "tilted anchor" will change from Java to your new base. Depending on your location and when you notice the reassignment, fuel/range could be a serious issue.

You might want to refuse a new boat if you'd like to hold out for a newer model that's yet to be released.

I believe that there's a limit as to how many patrols you need to complete in a boat before being offered another new boat.
So if you've got your heart set on a shiny new Gato and it's early 1942 you might want to pass on the Tambors and Gars that are on clearance and wait for the new model year to hit the show-room floor. ;-)
