Is there any ability to determine sun rise (local time) and sun set times?
Perhaps I am thinking of another game that can provide this ability ? perhaps SH IV ??

You should be able to get the time from actual ephemeris books of the time, or from online calculators. The hard part with SH3 is that the clock time keeping is a bit funky. There was a lot of discussion on what time the clocks actually represent. And there was a timezone shift issue after reloading a safegame. So calculations might be off an hour or so. Search deep in subsim.com forums for celestial navigation and you should find enough to keep you occupied.

Here's a free stand-alone program to aid you in determining SR/SS

Pause your game, open star calc, plug in your Date/Time GMT and Lat/Long.

It's pretty much easy to use.
