stream install??

I have a machine running win 7 and a machine with win 8.1

I have had a lost of commander with my sh iii combo with commander and GWE 3.0 can I install my desired game commander sh iii and GWE 3.0
on steam on my 8.1 box and avoid the win 7 bug that is killing my play. WOuld it be a simple download????

I asume it should not cause a complex download sequence?? Or must the game be downloaded via cds as before the days of steam I do have a steam membership
