It's still a secret, but the next medal up is the Navy Cross

On Jan. 20, 2013, the Seawolf-class attack submarine USS Jimmy Carter left her home port in Bangor, Washington. Less than two months later, the submarine appeared at Pearl Harbor in Hawaii for repairs.

It was all quite mysterious. During her time at sea, we don’t know where Jimmy Carter was or what her crew of nearly 150 were precisely doing. The Seawolf class is one of the most secretive weapons in America’s arsenal, and information about the Navy’s “Silent Service” is difficult to discover.

I have a feeling that most of us will be a good few feet underground before we find out what it was for.

https://www.yahoo.com/news/revealed-secret-2013-operation-conducted-093000184.html The next medal up isn't the Navy Cross, it's the Navy Achievement Medal. Not that that matters as neither is a unit award like the PUC is.

There are bar girls in Pearl Harbor that know the whole story :D I'll put money on there isn't.
