You are referring to AUTO TDC in the periscope view which is a Stock feature.

TWoS can be played with manual targeting or a combination of both auto and manual targeting.
There are 2 things that you need to check out.
One is in the game play settings as can be seen in my tutorial below.
The manual targeting box needs to be un-ticked.
The other is in the OFEV XO TDC Tab where the patch needs to be disabled.

Yes, my target lock yellow arrow triangle inexplicably went missing as well
