What is this (besides an OSHA complaint waiting to happen) and how do I control it ?

Looks like it should be a retractable VHF (short-range voice) or UHF (ship to aircraft) antenna and as far as I know, has no function or controls in stock or any of the usual super-mods. Not sure if UHF saw service in WW2 though. Happy to be proved wrong.
The HF sets generally used horizontal long-wire antennas strung from the conning tower to communicate with BdU so this might also represent a vertical whip antenna for short-range HF work.

Thanks, yeah, I don't think voice/ship to aircraft was available then but not sure myself. Bet it's your latter idea.
Have to be careful on the bridge during a storm with that thing around.
