This is from one of my older files I downloaded years ago and saved in the event I might start loading up Mods.
In this training video done on power point it is showing a full view of the TDC.
How do you use this feature or is it even available in SH4?

I've used all access in the properties section.

I'm also trying to do a screenshot or shots from the game but the file it's indicating the screenshot is in doesn't exist. I've looked.
Any theories as to were it might be going?

ctrl-F11 screenshots are typically stored in the main SH4 folder, where SH4.exe is stored. for me it is in: C:\Ubisoft\FOTRSU_81\

Since the link you sent me is only a downloadable mod file I'm not sure.
I'm assuming you looked at my pictures?
Does this 3D mod allow you to access controls or just view what's going on with the TDC?

Yep that's exactly what I was looking at in the TDC training file.
How hard is this to insert into my existing game file.
I am currently running SH4 Gold Edition v1.5 with uboat missions and no mods currently installed.
Is there a read me that I can download for further reading?

His whole thread, especially the first post, is a tutorial of the technique(s) you can use with that. It is only for Stock, and is not 100% fully functional, as he states, but has enough to keep most folks entertained for hours on end. You'll want to get JSGME (http://www.subsim.com/radioroom/showthread.php?p=1422742#post1422742) to facilitate your adventure. You place the JSGME file in the "root" game folder (default of "Silent Hunter 4: Wolves of the Pacific") and run it it will create a "MODS" folder, which is were you will place any mods you go to apply to the game. If you need to, 7Zip (https://www.7-zip.org) is a good archive utility that won't give you the extra folder than can resulf from using the Windows archive manager. If you do use the Window archive manager, just make sure your folder structure doesn't have a repeat folder in it, such as "MODS / ModName / ModName / Data", or similar. You should also run the JSGME "Tasks - Generate snapshot of game files" before doing any mods. It will take it a few minutes to run. You can use the snapshot to find any future issues.
