Nothing new really. It was always known that Ballard was on a US Navy mission and that that's how he got the chance to look for the Titanic.

Pretty much. The Navy wanted him to take pictures and video of the Thresher and Scorpion wrecks and he got to look for the Titanic as a bonus.
