1. Under what conditions can you refit at a port?
2. Can it be any allied ('blue') port?
3. Or are there specific allied ports only? If so, is there a list?
Asking because I'm in a campaign right now and only have two torpedoes left, but the nearest port to me (happens to be Algiers) does not give me a refit option.

1: The port must be a bigger one, if there is a bunker you should at least be able to refit fuel, if you get the yellow anchor symbol you can also dock for a complete re-supply, but this will take you days away from your next patrol.
2: Yes, but if it's a small one chances are you cannot refit; try to memorize the ones you can :)
3: Yes, most likely, that's why I asked you to memorize them...
Some ports will have a re-suply ship anchored at it allowing you to resupply weapons and fuel, although you cannot dock (or do I confuse it with SH3+WAC ??).

Check Quick Start Manual PDF (ex FAQ). You'll find few words there regarding your questions...
General rule of thumb for refitting in TWoS:
- Blue anchor mark close to harbor: Major Axis port which can support U-boat operations.

But what about Memel, from which the first boat leaves and in which refitting cannot be done?
