Deck Gun mod for XXI?

...pardon the asininity of this request, please: but is there a deck gun mod for the XXI? One that leaves the two flak cannons in place?

ALSO....

I'm trying to find a way to allow the manning of the XXI flak cannons in "rough waters". The waves are pitifully small, and yet I can't man the turrets?
