Help with TDW Options File Editor

Before I open the Options File Editor, I need to know where it's supposed to be placed. I presume in the Ubisoft/Silent Hunter 5 folder. Is that correct? I've downloaded and printed off the Auto TDC Targeting Without The 3 Circles but want to take the advice that I load and use the Editor first.

If you are using the standalone version you can put it anywhere for example C:\Ubisoft folder would be a convenient place.
