SH3 Installation problem

I recently decided to dig out SH3 and attempt to play it. Unfortunately, I can't even get it to install on my Windows 10 Pro 64 bit.

It attempts the install, but never gets far enough to ask me for an install path.

It just gives me an Installshield Error 1628: Failed to Complete the Installation.

Which, in typical Microsoft fashion, is vague and unhelpful.

I have tried googling for solutions, I also attempted to search the forums.

Here is what I have tried:

Rename Installshield directory

Right-click "run as administrator" on the Setup.exe

I have also tried compatibility mode for everything from Win 98 to win 7.

I own the DVD version of the game, if that makes a difference.

Make sure your installation is outside of the programs area that ubisoft wants you to put it.

Such as C:\users\your name here\ my games
