I think the latest version of "The Wolves of Steel" is available by direct download from MediaFire if you follow the links in the first post of the TWoS thread found here (http://www.subsim.com/radioroom/showpost.php?p=2165720&postcount=1)

The reason why you have to pay is because of the fund raising event that is happening right now. When the goal is met, the downloads will come back online.
