Hi, I'm in my third patrol. In midst of the sea I received a radio-message that new submarines are available and that flotilla commanders are to detach their subcommanders. What am I supposed to do with this message? Or is this just a way of telling me I could buy new subs when I get home?

Most messages in the game are for immersion. To make you feel like you are in the war. Some are historical while others are just filler for a long patrol.

And most are just there to knock you of TC and make you panic for a second as you try to figure out what did it.

It means exactly what it says.
It is quite likely when you start your next patrol there maybe a new boat upgrade for you.
