Februrary 1943. Using Wolves of Steel 1.05 mod.

Just got given a new uboat. I can now have the quad flak cannon and 3.7mm flak cannon.

However, when I go to load torpedoes, there are no internal or external torpedo slots shown on the loadout screen.

What's broken?

What about the submarine skin? Sometimes the mod doesn't load the updated sub properly until the next reload, it's a common glitch in WoS.
Try to reload and let me know if everything shows correctly please :)

I saved in the bunker and re-loaded and still no torpedoes. I'm not sure what the skin should look like so I can't tell if I have the right one or not.

Yup, u-flak is what I have. Why no internal/external torpedo reserves?

Did you check the link I gave you?

Yes. But it doesn't provide any specifics to torpedo loadout.

Are you trying to say that the game-modeled u-flak has the correct number of torpedoes for a historical u-flak?

The fuel capacity was limited to Bay of Biscay operations only. Only 5 torpedoes were carried - in the tubes - for self-defence (room was needed for additional gunners taken aboard).

Because of the limited fuel capacity and torpedo load U-flaks were not suitable for normal operations. At the same time the standard AA armament for U-boats was no longer much inferior to U-flaks. This and lack of success made U-flaks somewhat redundant.
