Symptom: Attempting to start SH3 and either it fails to start and generates a high CPU load or you need to hit sh3.exe twice to get the program to start AND it generates a high CPU load.
Cause: SH3.EXE invokes a rundll32.exe file and if you are not connected to the internet, CPU cycles approach 90% (in my case, a Quad core AMD).
If you are connected to the internet, the rundll32 will execute and terminate allowing the game to run without the high CPU cycles.
Solution: Rename SH3.exe to ANYTHING other than SH3.exe. The game will then execute just fine whether you're connected to the internet or not.
I actually found the answer to this here on the forums after a bit of searching and reading through a number of posts. I thought I would consolidate the symptoms/solution in one shot so others might find the answer quicker.
