Initiializing errors are usually down to the GPU.
Check that your drivers are up to date.
Run your SH4.exe and JSGME in Administrator mode.

Nvidia
The scaling mode needs to be set to > Aspect Ratio.
Perform scaling on > GPU

AMD
Image scaling > Enable GPU scaling
Maintain aspect ratio or Scale image to full panel size.

Your GPU settings can be adjusted from the Control Panel.

If it worked before it should work after a reinstall. Did you do a complete uninstallation? Did you delete everything from your initial install?

A clean install will work, if the game was working before. There's nothing in your GPU, if it works, that would cause one game installation to work and a new installation not to work.

Something's wrong with your installation procedure.

Try this:

Uninstall the game, using the control panel routine.
Check the game directories to see if they are empty. If not, manually delete all files. You can leave your \MODS directory if you want
Install the base game. Does it run?
Install the 1.4 patch (you don't need to install all the patches. 1.4 includes all previous patches.
Your game should run. If not, there's something wrong with the 1.4 patch. Redownload from the Ubi site.
