purchased, downloaded, installed steam version, since my new laptop's crappy dvd rom wont read,and install my sh4 software, steam says its preparing to launch, but never does. any help, much appreciated. i am not tech savvy, and cant do workarounds. thanks. steam has offered no help
If you're running Windows 10 you might have to run Steam as administrator. Go into the Steam folder and right-click on the Steam launcher and click on "Run as Administrator".

Try the above solution first, if it doesn't work try deleting files inside your Steam folder. Delete all the files except the "steamapps" folder (where all your games are located) and the Steam application (Steam.exe). After that, run Steam again, it will re-download all those files you've deleted. Sometimes the client becomes corrupt which prevents you from launching games.
Downside however is that if you have custom configs on games like CS:GO, TF2 etc, they will all be deleted so make sure to back those up first.

Just follow the first 4 instructions.
Run the SH4.exe as an administrator and JSGME.
