The first thing to do with a Steam version of SH4 v1.3 is to have it installed someplace other than the default "Program Files", or "Program Files (x86) folders. These folders control what you can do with the game program (its Windows trying to keep them safe, yet keeping you from changing them). Since you're wanting to change the game by modifying with a mod (or in your case, to update to v1.4).......Windows won't let you.

Install the Steam game in another folder of your making, THEN update your game version from 1.3 to v1.4 (found HERE (http://www.fileplanet.com/175733/170000/fileinfo/Silent-Hunter-4:-Wolves-of-the-Pacific-v1.4-Patch)).

Your game should show v1.4 at the lower right hand corner of the "Main Menu" screen if its updated correctly.

If not, then Steam may be controlling the files (much like Windows will). You may have to look into the Steam forum to see how to change the capabilities of the Steam game, or try opening your Steam folder Under Settings -> Downloads, there's a folder called "Steam Library Folders".........you can manage them there.

One thing you should look for is in the "sh4.exe" file (found in the main "Silent Hunter Wolves of the Pacific" folder):

Open the "Properties" tab.....under the "General" tab, find the "Attributes" section. Make sure the Read-only box is not check marked. If it is, un check it....hit the "Apply" key, saving your change.

Again, make sure the game is installed in something other than the "Program Files" or "Program Files (x86) folders. Programs placed in these folders will not be changeable unless you jump through the Windows Administrator Rights hoops.
