Watch officer stays below; unfixable?

I've (we've?) always had to manually place the watch officer topside after surfacing; the rest of the watch crew goes up there automatically. Has there ever been a fix to this?

H.sie is an awesome fix that was created some time ago. Be warned though, it increases the realism tremendously. Fixes a lot of stuff that the original developers left behind. So if you use h.sie, know that the game will play different from that point onward. It's not a mod, it's an actual fix that can't just be turned off.

^It also lets you select from the long list what particular fixes you like to install.
