The 14-part regulation issued by the State Administration for Religious Affairs is aimed at limiting the influence of Tibet’s exiled god-king, the Dalai Lama, and at preventing the re-incarnation of the 72-year-old monk without approval from Beijing.

China's true motive: (http://humansarefree.com/2011/02/china-bans-reincarnation-without.html) to cut off the influence of the Dalai Lama, Tibet's exiled spiritual and political leader, and to quell the region's Buddhist religious establishment more than 50 years after China invaded the small Himalayan country.

Lots of weird things happen in totalitarian states; but what would the form for this be like?

I agree, last thing the China's rulers want is all these monks coming back as pubic lice crawling around their privates! Some top official half way though a big speech then Wham-O down stairs suddenly becomes very itchy!

If reincarnation is real, then doesn't this mean that every living being has reincarnated without permission, specifically any babies born just the law was announced? :hmmm:

I'd have thought China would have far more concern for its current economic decline but it does go to show how deeply paranoid the state still is on certain historical issues.

Wondered when they'd do that. Well, the current proper Dalai Lama has admitted that he thinks that he'll probably be the last. China has a puppet one in Tibet which will probably be allowed to reincarnate and I guess that will probably be the end of the Tibetan independence movement, well...for now.
