I doubt the Oak is there, it would just be a waste of resources for the devs.

I don't think you'll find much shipping along the US East coast either. The distance you would have to travel to get their, patrol, then return to base, you would run out of fuel. Unless you play with unlimited fuel but that's not very realistic.
