As for the 'problem'. GWX deliberately changed the endurance of uboats to reflect their real-life range and to correct for the way the world map is deformed. If certain uboat types need to operate in polarregions then they need longer endurance because those regions are stretched compared to real-life.

Other than that I can find 1 mods in your list that would/could affect fuel consumption. I suggest you investigate in the thread of that mod how it changed the fuel consumption. "WB's Decks Awash + Fuel Economy" . Since I don't know what the following does I would consider it suspect also: "FixAllSubGWX"
