Cant change torpedo loadout

So for a very long time now, i cannot select any torpedoes to change in the bunker. Probably something to do with my mods. Can anyone help me?

I remeber I too could not change loadout at first mission at the beginnig of the war in Poland. After I got in the Kiel binker before second patrol I could change my loadout before that those option were disabled when I click on that guy in the port.
