SH4 v1.5 Problem on Speed Setting

How are you buddies,

Would appreciate if anybody could solve my below problems.
1] I play SH4 v1.5 stock game with JSCME installed. O/s win10, mods are running with:-
-RUIM v1.0 for SH4v1.5 Enlisted Ranks add on (Hi-res)
-Happy Torpedo v.1
-Webster's Improved GE Torpedo v3
-Webster's Improved US Torpedo v3
-Webster's Real Lifeboats fix for v1.5
-Webster's Free Camera and Scope Fix v1.5
-Webster's No Crew Fatigue for v1.4 &v1.5
-Webster's Upgraded Deck Gun v2
-Eye Patch Pack
-Shell Splash Mod
-FD Skin
-Set 14 Inner Photos
-Fewer Air Strike Mod
-Magnified HUD Dials for v1.5 Medium
The problem is I can't set the 'full speed', and the 'flank speed' sometime works and sometime not! How can I solve it?

2] Can anybody could have the Mod that let the GE sub cruise more faster?
There are some missions that need to approach the enemy battleships, those battleships sailing over 30kns. My GE sub is hard to approach and can't even sink them!

Why do not use GFO (Game Fixes Only Mod), by Webster? It includes all the Wenster´s little mods and more. Maybe this could resolve your problems. GFO ¡s a "Superpatch" for SH4 1.5. Think it as a "SH4 1.6".
